Richie rescues a young woman being chased by Immortal bounty hunter, Mako (Jonathan Banks). Is she innocent or is she using Richie?

The title, Under Color of Authority, is a homage to the term "Under Color of Law" which by definition is the appearance of an act being performed based upon legal right or enforcement of statute, when in reality no such right exists.
