Palance is an agent for the US Federal Bureau of Investigation. He is in pursuit of a woman he suspects is holding engraving plates for the production of US currency, Amanda is the woman in question.
MacLeod assumes at first that the men following Amanda are Watchers, but quickly learns that they are FBI, Palance as it happens, is a bent agent. Duncan notes that if Palance was planning to arrest them, he would have done so already. Palance replies that Duncan is smart, so Duncan asks him what he wants, and the agent replies that he wants the two one hundred dollar bill plates that Amanda has.
Duncan tells Palance to meet them at State Street Bridge, and he replies that they have two hours, and warns them not to run, because he'll pin his partner's death on them if they do, and there is no place on earth for a cop killer to hide.
At the meet, Palance gets out of his car and says he wants to see the plates, Amanda tosses the plates to the agent reluctantly, after he supplies the tape of his partner's death. The two Immortals walk away, and Palance pulls a gun on them, telling them to stand next to the water. He shoots them both, and they fall into the water. After he leaves the scene, Duncan revives first and drags Amanda from the water. Richie arrives with a camcorder, and says he filmed every second.
While watching a news report later, a reporter that says that even without the unidentified bodies, prosecutors feel that the plates, in addition to the video, are enough to lay several serious charges on special agent Palance. Palance appears on the news report being led way in handcuffs.
