Igor Stefanovich was a Russian politician running for office on a platform of 'the good old days,' meaning the Soviet era.
Ingrid Henning, assessed his career, and found in him the potential for another Hitler or Stalin. She payed him a visit and shot him dead, only to be gunned down by his aide. Upon her revival, she shot down Stefanovich's aide as well.
With Ingrid's eventual fall, Duncan MacLeod was troubled by the encounter which left Stefanovich and Ingrid dead, MacLeod asked Methos about judgment and guilt, to which the ancient relied, "Stefanovich killed and Ingrid judged him. Wilkinson killed and Ingrid judged him. Ingrid killed and you judged her." Duncan asked, "So who judges me?"
